Wasn’t there discussion about using the first bomb on a Japanese naval base on one of the Pacific islands?

In 1943 and 1944, there was discussion about possibly using it against Truk/Chuuk lagoon, a Japanese naval base. By 1945 however Truk had been neutralized as an important target.

Also in the Franck report is this sentence: “After such a demonstration the weapon could be used against Japan if a sanction of the United Nations (and of the public opinion at home) could be obtained, perhaps after a preliminary ultimatum to Japan to surrender or at least to evacuate a certain region as an alternative to the total destruction of this target.”

Since Japan was not scheduled to be invaded until November 1, 1945, there was a three-month period during which domestic and international opinion could be queried on whether and how to drop the bomb. Demonstrating the bomb and then opening the matter up for public discussion would have been the better procedure.

Also of interest is the proposed option for Japan “to evacuate a certain region as an alternative to the total destruction of this target.” Read literally, one can see the germ of an idea to accept evacuations as a substitute for nuclear bombing. This suggestion is not further explained or described in the Franck report.

My strong suspicion is that the evacuation idea came from Leo Szilard, one of three authors who wrote the report (3 wrote, 7 signed). Szilard later advocated the idea to give a city two or four weeks warning, so evacuations could take place, and then bombing the city. Szilard’s later development of his idea modifies the idea significantly, since evacuations would be merely a prelude to bombing, not a substitute for bombing.

Both versions of the idea would save lives, and so have moral and humanitarian value. Accepting evacuations as a substitute for bombings is the superior version, because it also saves property, and leaves intact a place for people to return to after a cease-fire is agreed to. A nuclear war need not kill anyone at all, if nuclear-armed nations are prepared to accept evacuation orders as a substitute for nuclear bombings.

I wonder how much of the decision-making process was driven by all attempts to keep the bomb’s nature from Russia. At Potsdam Truman was almost gleeful that he could dangle the promise of a war-ending weapon in front of Stalin. Of course Uncle Joe played coy- he already knew. But irrational fear of the Soviet Union and its system, which led to decades of poor US policy decisions, had to be considered by the “men in the room” when deciding on a demonstration. Perhaps they were more concerned about firing a dud in front of the Russians than they were about firing a dud in front of the Japanese. And perhaps they reasoned that a city of charred bodies and flattened buildings caused by one bomb would send a stronger message to Moscow than to Tokyo.

Cory, my roommate from college, returned from the pub one night triumphant with a slip of paper with seven digits scribbled across it in blue ink.He spent the next hour recounting the tale of how his eye contact made from across the room led him to walk up to the girl as she stood at the bar and end up with her phone number. After listening to him go on for another few minutes about how it was a turn of events he didn’t see occurring to him, I finally asked

“So are you going to call her now?”

“Sure,” he said, “But first I have to figure out what to say” . That was when the panic set in.

“What if I fumble and mess up completely? I don’t want to sound unfunny or like I’m trying too hard!” It went on.

Convincing Cory that the tough part was already over and all he had to do was dial the number remains one of the bigger achievements of my college years.

Volunteers operating BCBGMAXAZRIA Womens Oak Leather Boot Bordeaux tey7p6
for grassroots organizations face a similar dilemma every day. People they call might say they care about the issue or bill under discussion and even be willing to write an email or sign a petition about it, but when asked if they would want to voice their concern directly to the representative’s office, they would say no. There could be a number of reasons behind why people feel reluctant to talk directly with their elected officials.

Understanding the cause behind the refusal will make it easier for campaign workers to convince these people to commit to the call. So let’s look at some reasons why constituents would hesitate from voicing their opinion.

Being nervous or having social anxiety

While rarely addressed, this is one of the top reasons people avert social interaction. The person you are speaking with might face anxiety due to various reasons. They may falter over getting their point across in conversation or face difficulty in focussing on what to say. Maybe English is not their first language and they have no idea what questions they might have to answer. Maybe they fear that they would end up saying the wrong thing which will lead to a humiliating situation.

The volunteer’s job is to recognize the reluctance the person shows and ask for what concerns them. Explaining to them who they would be speaking to ( mostly a college-aged legislative assistant ) and what they have to say would help them understand it’s not going to be a situation on thin ice. It also helps to prep them on questions the assistant might ask. Usually, it’s just if they expect a response. This is a fine comic by someone who faces the same issues talking about how they confront their fears to advocate for issues that matter .

There are some people who may be informed enough about the issue but when the volunteercalls and asks if they want to be patched through to the representative’s office, they are suddenly caught off guard and feel unprepared to voice themselves. It is quite common for people to push off important tasks when they feel incompetent to handle the situation. It might be a result of not knowing what to say or whether they can clearly get the point across. Someone might have a tendency to ramble on without a script to guide them through.

Ratio of T cells expressing different adhesion molecules within effusions and in the peripheral blood. T cells expressing the given marker were analyzed in patients with nonmalignant cirrhotic ascites ( = 17), malignant ascites ( = 11), and malignant pleural effusions ( = 15). Percentages of CD4+ (□ and ▪) or CD8+ ( and ) T cells expressing the given homing receptor were determined using four-color flow cytometry and gating on morphologically defined lymphocytes, CD3+ T cells, and CD4+ or CD8+ cells. In each patient an effusion:peripheral blood ratio was calculated for all lymphocyte subsets. represent mean values of this ratio and SE of means. ∗ indicate significant differences in cancer patients when compared with patients with nonmalignant effusions (*, < 0.05; **, < 0.01; ***, < 0.001). □, CD4+ T cells, cirrhotic patients. , CD8+ T cells, cirrhotic patients. ▪, CD4+ T cells, cancer patients. , CD8+ T cells, cancer patients.

T-cell mediated control of tumors is thought to be promoted by type 1 cytokine responses [ i.e. , interleukin (IL)-2, IFN-γ, and tumor necrosis factor α] and impaired by type 2 cytokine responses ( i.e. , IL-4, IL-5, IL-6, IL-10, and IL-13). To elucidate the cytokine pattern presumably produced by the TAL of our patients, we analyzed the expression of CXCR3 and CCR4 on these cells. The effusion:peripheral blood ratio of potentially type 1 polarized CXCR3+ T cells was comparable in patients with malignant and nonmalignant effusions. In contrast, we observed an increased enrichment of CCR4+ T cells, presumably being type 2 polarized, within the effusions of both patient groups with malignancies (Fig. 3) .

Finally, we examined the effusion:peripheral blood ratio of different memory/effector T-cell subtypes, defined by their expression of CD45RA and CCR7. In both patient groups we observed an enhanced enrichment of CCR7+CD45RA+ “naïve” and CD45RA-CCR7+ “central memory” T cells within the malignant effusions. In marked contrast, the effusion:blood ratio of “memory effector” type CD8 + T cells was reduced in patients with malignant pleural effusions, and enrichment of terminally differentiated CD45RA+CCR7− CD4 + and CD8 + T cells within the malignant effusions was dramatically impaired in patients with malignant peritoneal and pleural effusions (Fig. 4) .

Fig. 4.

Ratio of naïve:memory T-cell subsets within effusions and in the peripheral blood of patients with nonmalignant ascites ( = 17), malignant ascites ( = 11), and malignant pleural effusions ( = 15). Percentages of CD4+ (□ and ▪) or CD8+ T cells ( and ) expressing the given combination of markers were determined using four-color flow cytometry and gating on morphologically defined lymphocytes, CD3+ and CD4 or CD8. Costaining with CD45RA and CCR7 was applied to determine the composition of different memory T-cell subsets. In each patient an effusion:peripheral blood ratio was calculated for all lymphocyte subsets. represent mean values of this ratio and SE of means. ∗ indicate significant differences in cancer patients when compared with patients with benign effusions (*, < 0.05, **, < 0.01, ***, < 0.001). □, CD4+ T cells, cirrhotic patients. , CD8+ T cells, cirrhotic patients. ▪, CD4+ T cells, cancer patients. , CD8+ T cells, cancer patients.

We also analyzed differences in the percentages of lymphocyte subpopulations within the effusion of the three groups. Differences between groups were most pronounced in patients with malignant pleural effusions when compared with patients with benign ascites. These patients showed elevated percentages of tumor-associated CD4 + T cells and reduced levels of CD8 + T cells within their pleural effusion (Table 2) . However, both patients with malignant ascites and patients with malignant pleural effusions showed significantly lower levels of NK cells than patients with benign peritoneal effusions. In addition, patients with malignant pleural effusions evidenced drastically reduced percentages of potentially highly cytotoxic CD56 + NK T cells when compared with effusion-infiltrating lymphocytes of patients with nonmalignant ascites.
